Quick Answer

Yes. Since July 1, 2025, Texas law requires all licensed dealers to use TxDMV’s webDEALER system to electronically process title and registration for vehicle sales. (TxDMV HB 718 implementation page) Dealers without a webDEALER account can’t complete sales transactions. TxDMV offers free on-demand training, and eTAG is now called ePLATE.

What Changed

What HB 718 Changed for Texas Dealers

From the TxDMV webDEALER page.

  • webDEALER is mandatory: “On July 1, 2025, a new law requires all licensed Texas dealers to use the TxDMV webDEALER system to electronically process title and registration for vehicle sales.” (TxDMV HB 718 page; TxDMV webDEALER page)
  • No account, no sale: dealers without webDEALER accounts “will not be able to complete sales transactions beginning July 1, 2025.”
  • eTAG became ePLATE: under HB 718, eTAG is known as ePLATE, with metal license plate assignments.
  • eTITLE for wholesale: TxDMV added eTITLE to webDEALER to transfer titles electronically between dealers in the wholesale market. (TxDMV Dealers page)

Your Workflow

How a DMS Fits Around webDEALER

webDEALER files the title. Your DMS should get the deal ready.

  • Prep the forms: have a complete Form 130-U and ownership evidence ready to upload.
  • Get reassignments right: follow the VTR-41-A control-number rule to avoid returns.
  • Keep the file: webDEALER users must follow 43 TAC §217.74, and original hard-copy titles don’t have to be kept at the licensed location but must be available on request. (43 TAC §215.144 (l))
